Cuero, Texas, Man Convicted of Unemployment Insurance Fraud

Print VersionVICTORIA, Texas – Frederick Dwayne Mims, 46, of Cuero, Texas, has been convicted of mail fraud arising from a scheme to defraud the Unemployment Insurance Program, United States Attorney José Angel Moreno announced today.
At a pre-trial conference today before Senior United States District Judge John D. Rainey in Victoria, Texas, Mims admitted filing numerous fraudulent unemployment insurance claims naming fictitious employers to fraudulently obtain unemployment insurance benefits. As a result of these fraudulent claims, 14 checks and five Chase debit cards were sent through the United States Mail to addresses controlled by Mims between April 2006 through May 2011. Approximately $25,317 in unemployment insurance benefits were paid to Mims as a result of three fraudulent unemployment insurance claims.
Mims faces up to 20 years imprisonment, a fine of up to $250,000 and up to three years of supervised release. As part of his plea agreement, Mims will be required to pay full restitution totaling $25,317. Judge Rainey has set sentencing for Nov. 7, 2011.
Mims remains in United States Marshals custody pending his sentencing hearing.
The investigation leading to the charges against Mims was initiated in July 2010 and was conducted by the United States Department of Labor, the United States Postal Inspection Service, the Texas Workforce Commission and the Cuero Police Department. Assistant United States Attorney Robert D. Thorpe Jr. is prosecuting the case.
